Since it's founding in 1974 by adoptive parents the organization mission has remained essentially unchanged

Every child has the right to a permanent home. The Council advocates the right of every child to a permanent, continuous, nurturing and culturally sensitive family, and presses for the legal adoptive placement of any child denied that right.

 

Education

  • Hosts the most comprehensive adoption training conference in North America
  • Informs parents, child welfare professionals and other child advocates about foster care & adoption
  • Shares effective ideas for recruiting and retaining adoptive parents with adoption professionals and parent leaders.
  • Conducts training sessions about adoption subsidy, transracial parenting, child welfare reform and other issues.
  • Sponsors campaigns to raise awareness about adoption

Parent Support

  • Develops and empowers hundreds of adoptive, foster and kinship parent groups by providing leadership training and support services
  • Helps agencies to develop post-adoption services for families by providing information and model programs
  • Distributes resources that help foster and adoptive parents determine whether to parent a child of another race.
  • Creates and disseminates publications that provide resources, information, and support to adoptive families
  • Provides phone consultation to parents about adoption subsidy issues.

Research

  • Maintains and distributes up-to-date information on each state's adoption subsidy program.
  • Identifies programs & policies to help children find permanent families
  • Analyses child welfare issues, such as concurrent planning and the difficulties families of color encounter in the child welfare system.

Advocacy

  • Consults with policy makers child welfare administrators, and legal professionals about ways to improve the foster care and adoption systems.
  • Supports parent groups and other community leaders in their efforts to advocate for waiting children and adoptive families.
  • Encourages positive media coverage about waiting children & adoption
